Terrorism in Padua - from Loris Palmerini (Italy)
Yesterday, 3 august 1998, I went to the Tribunal of Padua.
There are 4 kind of Court in it. During the last 2 years I made
an appeal about human rights to all the 4 Courts, but in 1996 I
made appeal also to Italian President, Italian Parliament,
Constitutional Court, Regional Administration, Police, Army,
etc.). Finally yesterday I had in the hand a document the
clearly prove the Constitutional subversion made by a magistrate
in one of it.
That is: I didn't had the answer to my appeal, magistrate didn't
answer to the question I posed, but it was enough to prove the
crime against Constitution. In Italy it's obligatory the arrest
for a crime again Constitution (art.380 CPP), and it's permitted
also to citizen to made the arrest (art.382,383 CPP). Behind the
fact of violation of my Humane Rights there are the facts of
Coups d'Etat made by Berlusconi in 1994 and Prodi in 1996, so,
really the crime it's against Constitution, Human Rigth, Italian
State and Italians as population. Anyway, I didn't proceed
directly to the arrest because I was in a Tribunal, so I ask to
have some Public Order force to proceed to the arrest of
magistrate: I asked for a policeman.
Luckily there was a policeman of "Carabinieri" walking in the
corridor near where I was, I call Him and He went. We was
talking about the crime, we was talking about the legality of
the arrest we had to make: we was looking about it in Procedural
Code. There was no problem at all. Suddenly arrive 2 Police
agents of the Tribunal, but only one of theme qualify himself
when requested, I remember his name was "Schioppa". They
interrupted me to talking to the first agent (he was not part of
Tribunal force so potentially dangerous for conspiracy of
silence in the Tribunal) and they said me I had to go in a
office.
Here the dialogue:
Me : "Why I can not stay here?" Agent
Schioppa: "You can not cry in the corridor"
Me: "I'm not crying.
Did I made some yell?"
Agent Schioppa: "No." I restart to talk to the first agent of
Carabinieri (a Police Corp). Schioppa started to pull my arm.
Me: "What are You doing? I'm I in arrest?"
Agent Schioppa: "Let's go in the office"
Me: "Why? I want to stay here. Am I committing some crime?
Am I in arrest?"
Agent Schioppa: "No"
I restart to talk to the first agent of Carabinieri pointing to
the 200 pages of documents You can also find at the Internet
address indicated at the end of this message.
Agent Schioppa restart to pull my arm, I start to move back.
Me: "What are You doing? Am I in arrest?"
Agent Schioppa "No"
Me: "I had talk about human rights violation in the Tribunal
also to the President of the Tribunal doctor Cera. He know all
about conspiracy against Constitution". Conspiracy is a term
used by Italian penal code at art.304,305,307,308.
Agent Schioppa said to his comrade "Does we get him in the
Hospital?"
Comrade : "Yes"
Agent Schioppa "PSYCHIATRIC SERVICE?"
Comrade : "Yes"
Me: "Are you arresting me? Made I something wrong? I'm just
making an arrest for a crime against Constitution. It's
obligatory by art.52 of Constitution ....."
Agent Schioppa restart to pull my arm, I still was moving back
to stay just were I was.
After some other sentences Agent Schioppa was still pulling my
arm and saying "Let's go away": never He made me an accusation
or declared me in arrest.
It was a clear danger for my life: what would happened to me in
the Hospital - Psychiatric "Service"?
I didn't think a legal treatment can come after an illegal
arrest . There was 5 person around me: the agent of Carabinieri,
Schioppa and His comrade, the chef of office and a secretary. I
had to quit the situation.
So I said "I Have to give some stamps for the copy of documents"
(I had to go out to the tribunal to buy it, it was an excuse to
exit the "Tribunal".
Agent Schioppa: "It's not important".
Me : "How? I have to paid the stamps." and turning to the
secretary that asked me the stamps before searching for a
confirmation "Does it's not true? I have to paid the stamps."
Secretary: "No, it's not important"
Me: "Why no, before You asked me the stamps!"
Secretary: "Yes, you have to pay the stamps."
Agent Schioppa leave my arm a little surprised.
So I quit the tribunal for an emergency exit.
The actions made by agents was a crime, it was the protection of
a subversive criminal (the magistrate) that make crime against
Constitution to protect criminals at Government in Italy
(Prodi).
If I will arrive in face of a Judge, He would recognize that
Prodi is not president of Government, it was never legally
elected, Berlusconi also. An impartial Judge would recognize
that Scalfaro do not make his job from a long time.
In U.S. somebody want to process Clinton with the accusation to
have say a lie, in Italy there are terrorist at Government: Who
really think that all Country have the same kind of problems? A
lot of people in Italy know about terrorist technique, the same
apply to me: they threaten you with "Let's go to the hospital"
if you ask Justice. Instead, criminals like Prodi are protected
in facts. What Can I do more than crying asking help from U.N.
and European Communities? It's Human Rights true or a lie? Would
international organization waiting just until I will be died?
Would international community waiting until Human Rights will be
negate because of Prodi and Berlusconi? What kind of question
are behind that if international community is immobile about
this situation?
Please, stop to recognize Prodi false Government, actually I
have no mean to have justice, also I'm in danger, I'm in danger
from a long time, and i have nobody else to ask Justice for. I
only have the option to "make" justice instead of waiting it,
anything it will mean . Please, if You understand it, make
something as You can.
